Supervisory Licensed Professional Mental Health Counselor
Duties of the position may include but are not limited to:
Conducts interviews and counseling with clients and provides social/psychological assessment and treatment to clients; crisis intervention and both short and long term services. Establishing, maintaining and conducting outreach activities with veterans, community and service organizations, business and industry, professionals and the public. Provides psychodiagnostic testing and psychological assessment to those clients who display clinically severe or unusual psychological disturbances. Develops and maintains understanding and working agreements with other organizations and individuals sharing responsibility for the welfare of these citizens in the same geographical area. Provides direct service and assistance to hospital programs in order to facilitate optimum utilization of resources in the patient's re-entry into the community. Provides highly skilled readjustment counseling services to clients with difficult and complex problems of social, emotional and vocational adjustment. Responsible for program development, budget development and fiscal management, personnel management and resource utilization. Provide clinical and administrative leadership, management and supervision of all Vet Center staff and all other professional, paraprofessional and nonprofessional staff assigned to work at the Vet Center and to plan, develop, implement, coordinate, monitor and evaluate all treatment services of the Vet Center. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Performs program analysis, development, review, research, design, and public contact work. Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for appointments, assignments, removals of subordinates, and the directing, reviewing and evaluation of performance of all subordinates. Work Schedule:

Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure. Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0101 LPMHC occupation and may result in termination of employment. English Language Proficiency. Experience:
Working knowledge of Veterans, Service Members and Families, particularly those with PTSD, combat stress and multiple diagnoses. Working with and assisting military or veteran populations in support of development and readjustment. Supervising/managing a small mental health team. Public speaking and community networking. GRADE REQUIREMENTS.Supervisory Licensed Professional Mental Health Counselor, GS-12. Experience, Education, and Licensure. In addition to the basic requirements, you must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. At this level, LPMHCs administratively supervise their licensed staff and/or graduates and are considered LPMHC subject matter experts and may serve as the discipline lead. LPMHCs may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.Demonstrated Knowledge, Skills, and Abilities. Ability to make professional evaluations, decisions, and recommendation for treatment planning and implementation. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining patient/family problems and maintaining an effective counseling relationship. Ability to provide subject matter consultation to colleagues and trainees on the counseling process within various specialty areas, build on the foundation of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and orientation. Ability to provide complex crisis intervention and stabilization to patients who are in psychological distress. Requires independent judgment and skill. Ability to establish goals/treatment through a collaborative process with the patient utilizing advanced counseling skills, including evidenced-based practices, screening, and psychosocial assessment. Ability to use a wide variety of individual, group, or familial counseling interventions; demonstrates sensitivity to diversity and possesses multicultural counseling skills. Ability to fully utilize the current DSM in making diagnoses and formulation of treatment goals and application of appropriate clinical intervention using professional counseling practices. Ability to develop and facilitate psychotherapy and psycho- education groups that include life skills, family support, and community integration. This may include evidence based psychotherapy. The work is primarily sedentary. It may require some lifting (10-25 lbs.) occasionally. Reaching above shoulder; Frequent keyboarding (4-7 hours per day); Sitting (4-7 hours per day); Walking up to 6 hours per day); Standing (up to 8 hours per day); Infrequent climbing/descending of stairs; Some bending; Ability for rapid mental and muscular coordination simultaneously; Correctable near sighted and far sighted vision; Hearing (Aid permitted). The work is mostly sedentary. Work also involves office-type work to complete reports, perform administrative functions and attend meeting, training and outreach. A valid driver's license is required.
